Introduction

Registered Training Organisations (RTOs) are responsible for various responsibilities post-registration, like annual declarations, AVETMISS data submission, and advertising compliance. Among these tasks, validation of assessments frequently stands out. While validation has been covered in many articles, let's return to the basics. ASQA (Australian Skills Quality Authority) defines assessment review as quality assurance of the assessment process.

At its core, assessment validation is about identifying which parts of an RTO's assessment process are effective and which need improvement. With a proper grasp of its key aspects, validation becomes less daunting. According to Clause 1.8 of the 2015 Standards for RTOs, RTOs must ensure their assessment systems, including RPL, meet the training package requirements and are conducted according to the Principles of Assessment and Rules of Evidence.

The standards require two forms of validation. The initial type of assessment review checks conformity with the training package assessment requirements within your organisation's scope. The other type ensures that assessments adhere to the Principles of Assessment and Rules of Evidence. This suggests that we perform validation pre- and post-assessment. This article will focus on the initial type—validation of assessment tools.

Types of Assessment Validation

- Assessment Tool Validation: Also referred to as pre-assessment validation or verification, relates to the first part of the rule, aimed at ensuring all unit requirements are met.
- Post-Assessment Validation: Involves the execution, guaranteeing that RTO assessments adhere to the Principles of Assessment and Rules of Evidence.

Process of Conducting Assessment Tool Validation

Optimal Timing for Assessment Tool Validation

The goal of assessment tool validation is to verify that all elements, performance criteria, and evidence of performance and knowledge are covered by your assessment methods. Therefore, whenever you obtain new learning resources, you must carry out validation of assessment tools before students use them. There's no need to wait for your next five-year validation cycle. Validate new tools right away to ensure they are appropriate for students.

Nevertheless, this isn't the only time to perform this type of validation. Conduct assessment tool validation also when you:

- Amend your resources
- Include new training products on scope
- Evaluate your course with training product updates
- Detect your learning resources as a risk during your risk assessment

The Australian Skills Quality Authority employs a risk-based approach for regulating RTOs and expects regular risk assessments. Therefore, student complaints about learning resources are an ideal time to conduct assessment tool validation.

Training Products Needing Validation

Remember that this validation guarantees adherence of all learning resources before use. All RTOs must validate resources for each course unit.

Resources Required for Assessment Tool Validation

To validate your evaluation tools, you will need the complete set of your training materials:

- Mapping Document: The first document to review. It indicates which assessment items meet unit requirements, helping with faster validation.
- Learner these guys Workbook: Ensure it is suitable as an assessment resource during validation. Check if guidelines are clear and response areas are sufficient. This is a common issue.
- Assessor Guide: Also ensure if directions for trainers are sufficient and if clear criteria for each evaluation item are provided. Clear standards are crucial for reliable assessment results.
- Additional Resources: These may include evaluation checklists, evaluation registers, and templates created separately from the learner workbook and marking guide. Validate these to ensure they match the evaluation task and meet unit requirements.

Assessment Validation Panel

Clause 1.11 specifies the requirements for members of the validation panel. It states assessment validation can be performed by one or more people. However, RTOs usually mandate all trainers and evaluators to participate, sometimes including sector experts.

Collectively, your assessment validation panel must have:

- Vocational Skills and Current Industry Skills relevant to the unit under validation.
- Current Knowledge and Skills in Vocational Education.
- Either of the following training and assessment credentials:
- TAE40116 Training and Assessment Certificate IV or its successor.

Principles Guiding Assessment

- Equity: Is the assessment process fair and equitable for all candidates?
- Adaptability: Does the assessment offer various options to demonstrate competence based on different needs and preferences?
- Accuracy: Is the assessment relevant to the skills and knowledge it aims to evaluate?
- Dependability: Are the assessment results consistent regardless of who conducts the training?

Guidelines for Evidence

- Appropriateness: Is the evidence appropriate to the requirements of the unit of competency?
- Completeness: Is the evidence sufficient to cover all the required skills and knowledge?
- Authenticity: Is the evidence genuine and truly representative of the candidate's abilities?
- Currency: Are the assessment tools based on current units of competency and up-to-date industry practices?

Key Considerations for Assessment Validation

Pay attention to the tasks in the unit specifications and ensure they are addressed by the assessment item. For example, in the unit CHCECE032 Nurture babies and toddlers, one performance evidence requirement asks students to:

- Change diapers
- Prepare and feed bottles, clean feeding equipment
- Feed babies with solid food
- React suitably to baby signals and cues
- Prepare and settle babies for sleep
- Observe and promote suitable physical activities and motor skills for babies

Common Pitfalls

Describing the nappy-changing process for babies under 12 months does not fulfill the unit requirement. Unless the unit requirement is meant to evaluate underlying knowledge (i.e., evidence of knowledge), students should be performing the tasks.

Watch Out for the Plurals!

Pay attention to the quantities. In our example, one of the unit requirements of CHCECE032 requires the students to complete the tasks at least once on two different babies under 12 months of age. Having students complete the tasks listed twice on just one baby won’t cut it.

All or Nothing Competence

Pay attention to lists. As mentioned earlier, if students perform only half the tasks listed, it’s not compliant. Each evaluation task must meet all specifications, or the student is not yet competent, and the assessment tool is non-compliant.

Be Specific!

Each assessment task must have clear and specific benchmark answers to guide the evaluator’s decision on the student’s competence. Therefore, it’s crucial that your guidelines do not mislead students or assessors.

Steer Clear of Double-Barrelled Questions

Avoiding double-barrelled questions makes it easier for students to respond and for assessors to accurately evaluate student competence.

Ensuring Audit Compliance

Considering these requirements, you might wonder, “Don't resource developers provide audit guarantees?” However, with these guarantees, you must wait until an audit to address noncompliance. This influences your compliance status, so it's better to take a preventative and compliant approach.

By following these instructions and understanding the Principles of Assessment and rules of evidence, you can ensure that your assessment tools are valid with the standards established by ASQA and the SRTOs 2015.
